Wyoming's Steamboat Legacy Scholarship Act, signed by Governor Gordon in 2025, provides universal $7,000 ESAs for K-12 students. Expanded the original 2024 ESA program to universal eligibility. Covers tuition, tutoring, public school services, textbooks, technology, educational software, uniforms, standardized tests, summer/after-school programs, career/technical schools, educational therapies, higher education tuition, transportation, and online learning. Wyoming's ESA program, signed into law in 2025, provides universal Education Savings Accounts for K-12 students. Funds can be used for private school tuition, tutoring, educational technology, curriculum, and other approved educational expenses.
