About This Program

Virginia's Education Improvement Scholarships Tax Credits (EISTC) program, launched in 2013, provides 65% tax credits for individual and business donations to Scholarship Granting Organizations. Scholarships fund tuition, instructional fees, textbooks, and school-related materials for eligible low-income students (below 300% FPL, or 400% for special needs). The program serves Pre-K through 12th grade with 36 participating SGOs and has saved Virginia taxpayers an estimated $355 million through FY2022.

Eligible student categories: low income, special needs

Family income must be below 300% FPL (400% FPL for students with special needs). Students must be enrolled in kindergarten or first grade, have been a public school student the previous year, be a previous scholarship recipient, or be a new resident. Pre-K students also eligible if they meet income thresholds, are deemed at risk, are homeless, or have a parent without a high school diploma. Individuals and businesses receive 65% tax credit for donations to SGOs. $125,000 annual individual donation cap. 36 SGOs currently participating. $25 million annual program cap.

How to Apply

Apply through a participating Scholarship Foundation. Virginia provides tax credits for donations to approved scholarship foundations that award scholarships for private school tuition. Families apply for scholarships directly through the foundations. Visit the Virginia Department of Education website for a list of approved foundations and eligibility requirements.
