Texas ESA Questions

What's the difference between TEFA, PDSES, and "Texas ESA"?

TEFA (Texas Education Freedom Accounts) is the main program for all K-12 students, signed into law in 2023. PDSES is the Pre-Existing Disability Special Education Scholarship for students with disabilities. Both are sometimes called "Texas ESA" informally. TEFA is administered by the Comptroller's Office; PDSES has separate eligibility requirements.

Do I need to register on ClassWallet or Odyssey for TEFA?

Standard TEFA vendor registration goes through Odyssey (app.withodyssey.com). If you also want to serve special-education students through the PDSES program, you'll need a separate ClassWallet registration. ESA Connect handles both from a single vendor profile.

Can out-of-state providers serve Texas TEFA families?

Yes — online service providers can serve Texas families regardless of their physical location. In-person providers need a physical presence in Texas. Virtual tutoring, online curriculum, and telehealth therapy providers are all eligible.

When will the first TEFA funds hit parent accounts?

The first TEFA disbursements are scheduled to begin July 1, 2026 for the 2026-27 school year. Parents who were approved during the initial application period (which received 274,000+ applications) will receive funds first.

What documentation does the Texas Comptroller require for new vendors?

Requirements vary by provider type. Generally: valid EIN, business registration, liability insurance, and credentials relevant to your service category. Private schools need TEPSAC-recognized accreditation. Tutors need documented qualifications. The most common rejection reason is an EIN that doesn't match the bank account name.
